Women@Work: Women in the Diplomatic Sector

The Al Qasimi Foundation’s Women@Work series is designed to inspire and assist women working in Ras Al Khaimah to build stronger professional support networks while learning from the experiences of others. The series features a diverse range of female leaders who will share their professional journeys across a wide range of relevant career topics. The series is open to everyone (including men!) who would like to know more about how to advance their career, learn some tips and tricks from successful women, and discover strategies to ensure that all workplaces are supportive of both men and women.




This month Women@Work is excited to be in conversation with three of the seven female ambassadors to the UAE. We will be discussing their careers in the diplomatic corp, the journey that took them there and some of the challenges they have faced along the way. Hjayceelyn M. Quintana, the Ambassador of the Philippines, H.E. Marianne Nissilä, the Ambassador of Finland, and H.E. Francisca E. Méndez Escobar, the Ambassador of Mexico.

H.E. Hjayceelyn M. Quintana

H.E. Hjayceelyn M. Quintana is a career diplomat who have served in the Philippines Diplomatic Missions to Beijing, Washington, DC, Dublin, Muscat, and now Abu Dhabi in the UAE. Prior to her appointment as Ambassador to the UAE, she was the Assistant Secretary in the Department of Foreign Affairs in Manila in charge of the Office of Middle East and Africa, the Office of United Nations, and Office of Asian and Pacific Affairs. Ambassador Quintana graduated with a B.A. in Political Science at the University of the Philippines (UP) and holds an M.A. in International Relations from UP and an M.A. in International Public Policy from the School of Advanced International Studies (SAIS) at Johns Hopkins University in Washington, DC. She also took Diplomatic Studies at Oxford University in the United Kingdom. Ambassador Quintana aims to strengthen and expand the diplomatic relationship between the Philippines and the UAE.

H.E. Marianne Nissilä

H.E. Marianne Nissilä is a career diplomat who has served as Head of the Embassy of Finland in Abu Dhabi, UAE since 2019. Joining the Foreign Ministry in 1996, she has worked as Adviser to the Minister of Foreign Affairs in Helsinki, Ambassador at Finland’s Permanent Representation to the EU in Brussels, and at Finland’s missions in The Hague and Paris. Ambassador Nissilä graduated with a B.A. in Social Science (International Relations) from the University of Tampere and holds an M.A. in International Politics from the Free University of Brussels (Université libre de Bruxelles).

H.E. Francisca E. Méndez Escobar

H.E. Francisca E. Méndez Escobar is a career diplomat who entered the Diplomatic Service of the Mexican Ministry of Foreign Affairs in 1991. Since then, she has served as the Deputy Consul in the Consulates of Milan and Barcelona, the Deputy Head of Mission in Romania, Costa Rica, and Spain, and of Mission for European Union, Kingdom of Belgium and Grand-Duchy of Luxemburg. Ambassador Méndez graduated with a BSc in Political Sciences and Public Administration and an MSc in Latin American Studies from the Mexican National Autonomous University (UNAM). She obtained her second MSc in Law and Economics from the Milan State University in Italy. Throughout her career, Ambassador Méndez has represented Mexico in over forty meetings in multilateral and regional forums.
